Long-term partnership: Bolton Council
Clear Futures and Bolton Council have been working in partnership since 2019 to boost the town centre’s role as a key player in the Greater Manchester economy. This is coupled with a wider aspiration to attract more high-growth companies that will create the additional jobs, knowledge, skills and technology needed to compete in a global economy.
At the outset of the partnership, Clear Futures and Bolton Council developed a strategic asset management plan that has underpinned long-term property decisions that support front line service delivery. Clear Futures has supported Bolton Council to secure around £75m of grant funding for regeneration and sustainability projects.
Project management support has seen numerous refurbishment, construction and decarbonisation works completed along with social value activities that address specific local needs and create long term benefit.

Clear Futures gave strategic support to Bolton Council, reviewing assets and FM services, and ensuring the supply chain was procured locally to deliver more value to the borough.

Working in strategic partnership, Clear Futures brought the additional capabilities Bolton Council needed to secure £22m of Levelling Up funding and deliver schemes that underpin the town’s regeneration ambitions.

Our strategic partnership with Bolton Council provides quick access to expertise in energy retrofits, through which they have made significant reductions to carbon emissions and energy bills at Ladybridge High School.

Bolton Market extension and partial refurbishment
Creating a new food hall for independent traders provides a space where people can meet and socialise in the evenings, which previously was not an option, improves the area for local people. The ultimate aim is to increase both the number of visitors and the amount of time they spend there. Designed to bring the community together.
Delivering improved outcomes for the town
Bolton Library refurbishment
A £4.4m restoration and refurbishment has provided new creative and cultural spaces that modernise and adapt the building to meet changing user requirements and serve the wider needs of the community.
Transforming adult care
The Jubilee Centre is a new state-of-the-art day centre
Clear Futures worked in partnership with Bolton Cares Ltd and Bolton Council to deliver the project. It replaces outdated facilities, providing vital support and improving opportunities for adults with learning disabilities across the town.

£9m of social value 2019-2022
In the first four years of our long-term strategic partnership, Clear Futures and Bolton Council delivered £9m worth of social value in the borough, ranging from local employment, to developing SMEs and giving education and skills opportunities to young people.
